REQUEST FOR PROPOSALS #23-018
Architectural Standards & Best Practices Guidebook
The City of Hoover is requesting proposals from firms interested in planning documents centered on architectural guidelines for (re)development of commercial real estate and design best practices for future projects. Sealed proposals must be submitted to and received by the following date, time, and location:
Friday, June 16, 2023, no later than 4:00 p.m. CDT

The Architectural Standards & Best Practices Guidebook contract, if awarded, will be awarded to the organization that submits the best proposal as evidenced by: (1) Completed Proposal Forms submitted in accordance with the Request for Proposals (RFP) Instructions and in accordance with other specifications within the RFP Documents; (2) The presence or absence of special conditions or qualifications made by the Proposer; (3) The City's evaluation of proposals based on specifications described within the RFP Documents.
The City of Hoover reserves the right to reject any of all Proposals, to waive any informality in any Proposal submitted, and to accept any Proposal that is considered to be in the City's best interest. All Proposals submitted shall remain valid for a period of ninety (90) calendar days after the date that such Proposals were opened.
The City of Hoover hereby notifies all Proposers that it will affirmatively ensure that any contract entered into pursuant to this advertisement, Disadvantaged Business Enterprises (DBEs), will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, gender, religion, age, disability, marital status, or national origin in consideration for an award.
The attention of Proposers is called to the provisions of Section 31-13-9, Code of Alabama 1975, relating to Immigration Law compliance and documentation thereof (i.e. participation in the Federal E-Verify program). The successful Proposer will be required to sign a contract that includes the following provision related to Immigration: "By signing this contract, the contracting parties affirm, for the duration of the agreement, that they will not violate federal immigration law or knowingly employ, hire for employment or continue to employ an unauthorized alien within the State of Alabama. Furthermore, a contracting party found to be in violation of this provision shall be deemed in breach of the agreement and shall be responsible for all damages resulting therefrom."

Answers to all clarifications, corrections, and/or additions to the RFP Documents will be posted as Addenda on the City's website no later than 5:00 pm on Tuesday, June 13, 2023.
